West End Toastmaster Operating Procedures

 

 

President

 

Develops written vision and mission statements establishing goals for term of office

Leads the club promoting excellence

Presides over club meetings

Greets guests at the door

Chairs Executive Committee at least once a month outside of the Club

Signs and receives correspondence on behalf of the Club

Exercises fiduciary responsibility of club monies, signs requisition forms.

̃     Without a budget presented to and approved by the club, the Club Executive Committee can approve any expenditure up to and including $100. This includes the following

·         Badges

·         Ballots

·         Membership pins

·         Basic ribbons (Best Speaker, Best Evaluator, Best Table Topics, Most Improved, and the Enthusiasm Award)

·         Trophy purchases

·         Semi-annual parties

̃     Without a budget presented to and approved by the club, the club must approve any expenditure exceeding $100 except for the following;

·         TI dues

In the absence of a Treasurer, all financial disbursements must be approved by a majority vote of the Executive Committee.      

Monitors the Distinguished Club Plan on Toastmasters International website.

Shares the progress of the DCP with the Club

Mentors and empowers other officers

Submits New Officer List to International and District in May and November

Attends and votes at Area & District meetings on behalf of the Club

Votes at regional & international meetings on behalf of the Club

Attends District training sessions twice a year.

 

Presiding Officers Agenda

 

 

VP Education

 

Establishes personal goals for term of office

Presides in the absence of the president

Attends & participates in the at least once monthly Executive Committee meeting

Greets guests at the door

Club meetings:

Records each member's educational progress on the Educational CTM spreadsheet.

Submits Educational Achievements to TI electronically, following up with both member and TI

Understands & uses the Distinguished Club Plan

Surveys member needs to direct planning

Participates in NMO to orient new members to Toastmasters & WE

Encourages members to participate in TM activities both inside and outside the club

Maintains WE and TI eligibility standards, that is, members must have completed

Administers speech contests, including:

Attends and votes at Area & District meetings on behalf of the Club

Attends District training sessions twice a year.

VP Membership

 

Attends & participates in the at least once monthly Executive Committee meeting

Greets guests at the door.

Prepares visitors folders with the VPPR, which include but are not limited to:

Prepares the semiannual membership report in concert with the Treasurer

Chairs the Membership Committee

Provides hard and electronic copies of paid membership list at least once monthly to:

·         Club

·         Webmaster

·         Executive Committee

When a new member signs up:

Attends and votes at Area Council meetings

Attends District training sessions twice a year

 

MembershipApplication

 

VP Public Relations

 

Establishes personal goals for term of office

Attends & participates in the at least once monthly Executive Committee meeting

Greets guests at the door

Creates a public relations program

Prepares publicity materials

Produces the club newsletter at least twice per six month term:

Chairs the Public Relations Committee

Prepares visitors folders with the VPM

Provides updates to the Webmaster for the Club Website, including

Attends District training sessions twice a year.

 

Secretary

 

 Establishes personal goals for term of office

Attends & participates in the at least once monthly Executive Committee

Greets guests at the door

Records & reads minutes of all club meetings and executive meetings.

Sends out weekly emails to membership with minutes

Keeps attendance records

Assists with the semiannual membership report

Keeps the club constitution & bylaws

Maintains general club correspondence

Keeps a record of all club correspondence.

Attends District training sessions twice a year

 

Treasurer

 

Establishes personal goals for term of office

Attends & participates in the at least once monthly Executive Committee meeting

Greets guests at the door

Prepares a semi-annual budget to be voted on by the Club. (View WE sample budget template)

Provides bank with new signature card

Prepares and mails orders for supplies

Notifies each club member of dues payable

Collects club dues

Every transaction must have a receipt and a Requisition Form signed by the President.

Exercises fiduciary responsibility of club monies, signs requisition forms.

Sergeant at Arms

 

Establishes personal goals for term of office

Attends & participates in the at least once monthly Executive Committee meeting

Chairs Hospitality Committee

Acts as Official Host for WE

Greets all members & guests, introducing guests to the President and other members.

Introduces the Presiding Officer at each meeting

Arranges meeting room and equipment, and returns the room to its original condition.

Reserves rooms for any outside meeting such as Executive Committee meetings

Arranges for any special meetings and refreshments.

Maintains the club's equipment

Keeps counts of meeting materials, notifying Executive Committee when supplies run low

Attends District training sessions twice a year

 

Webmaster

 

Owner of website and domain name is default Webmaster.

Maintains Website to high ethical and Toastmaster International Standards
